The purpose is to guarantee safety of the building (against fire, poison and duct) and functional requirements of facilities (and their guarantee systems), on condition that the cleanness, temperature, humidity, ventilation rate and positive pressure control of the zones required for process production are not compromised.

Furthermore, the schemes should have predictable results and should not be beyond the bearing capacity of the environment and society. Scientific operation management methods and rational maintenance measures should be used.

It should reduce the energy consumption of the building and the energy consuming equipment, and reduce energy waste (recovery of low-grade energy) and loss (reducing leakage, overflow, dripping and seepage) in an all-round and systematic manner throughout the entire process. Discharge of pollutants should be controlled.

Equipment configuration and system forms should be optimized to improve the energy utilization efficiency and equipment performance. Automatic control and alarm system should be strengthened to allow the equipment and the system to operate within the maximum efficiency interval all the time.

The overall operation energy efficiency ratio of the system should be increased, and the consumption and production cost in the production process will be reduced.
